Barangay Kabutongan, Santander, Cebu – Jenevy C. Burburan’s story stands as a beacon of resilience and hope. At 28 years old and born with congenital dwarfism, Jenevy faces daily challenges but remains undeterred in her quest to contribute to her community and uplift her family from poverty.

Jenevy already waits as her earnings is being calculated by the DSWD-7 representative facilitating the payout for PWDs who were part of the Cash-for-Work (Jenevy patiently waits as a DSWD-7 worker who facilitates the payout for PWD beneficiaries of the Cash for Work (CFW) program calculates her earnings.

Despite being a high school graduate, Jenevy’s disability limited her employment opportunities. She spends her days at home, helping her parents with household chores, yet dreams of a brighter future. Her path took a positive turn with the Cash for Work program, an initiative by the Department of Social Welfare and Development (DSWD) in collaboration with the Municipality of Santander.

The Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) Cash-For-Work Program (CFWP) is a cash support in exchange for the agreed community work rendered. It provides vulnerable communities and sectors such as persons with disabilities (PWDs) like Jenevy, a short—term intervention through temporary employment or a targeted cash transfer. More than helping them with their basic needs and other financial needs while traversing the economic challenges, this is also allowing them to actively participate in community development initiatives.

Jenevy was one of 155 beneficiaries who received cash assistance on July 4, 2024, at the Pastoral Parish Church Kiosk. She was a sweeper at the Municipal Hall, dedicating two hours daily to maintain cleanliness. Her diligent work earned her PHP 480.00 per day, totaling PHP 4,800.00. This income enabled her to purchase vital vitamins, rice, and daily necessities, providing much-needed sustenance for her family.

The program has given Jenevy a renewed sense of purpose and dignity. Grateful for the opportunity, she thanked DSWD and the Municipality of Santander for allowing her to be productive and earn money despite her limitations.

Jenevy’s dreams extend beyond her current achievements. She aspires to pursue a college education and become a teacher, hoping to inspire and educate future generations. She believes she can lift her family out of poverty and achieve her goals with continued support from DSWD and the Municipality of Santander.

Her story underscores the transformative power of community support and inclusive programs like Cash for Work. It highlights the importance of providing opportunities for individuals with disabilities to contribute to society and realize their dreams. The program has provided immediate financial relief and paved the way for Jenevy to continue striving toward her aspirations.

Jenevy embodies perseverance and hope. Her journey significantly reminds everyone that with compassion, support, and opportunity, a society can thrive where everyone has the chance to succeed, regardless of their circumstances. As she sweeps the Municipal Hall, Jenevy is also sweeping away the barriers that have long stood in her way, making room for a brighter, more inclusive future. ###
