The Department of Social Welfare and Development (DSWD) Field Office VII turned over two subprojects funded by the Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) in Pilar, Bohol, on July 30, 2023. The subprojects consisted of concreting the barangay road and access road, worth Php 460,600 in Brgy. Bagacay and Php 448,700 in Brgy. Ilaud. Regional Director Shalaine Marie S. Lucero led the turnover of the projects to the local government unit and to the people, the end users of the said roads.

“Nilapas sa 0.66 km…”

Although the goal in Brgy. Bagacay is to concretize only 0.66 km of the road; the project reached up to 100 meters due to the overwhelming support and volunteerism of the residents. According to Brgy. Captain Francisco Escudero, all the puroks or zones in the barangay extended their voluntary assistance in completing the project. They did not have to pay for labor costs because the barangay residents themselves worked on the project – a true demonstration of the Bayanihan Spirit.

“Time is your greatest treasure!”

Municipal Coordinating Team Area Coordinator Engr. Joseph “Joy” Anania applauded the volunteers for their drive and enthusiasm in supporting the project. According to Engr. Anania, the volunteers may not be rich materially, but they have one great treasure: – TIME. Once lost, time can never be recovered. And yet the volunteers shared their time generously to make the project a reality.

This is how Regional Director Shalaine Marie S. Lucero described the local government unit of Pilar, Bohol. According to Lucero, among the different areas of KALAHI-CIDSS, Pilar, Bohol, is the first municipality to institutionalize the program. Now, they have their own local KALAHI, with LGU projects that are following the process of community-driven development (CDD). For the LGUs who are hesitant to welcome the KALAHI-CIDSS program, Lucero encouraged them to “visit Pilar, Bohol, and see how they did it”.

True to its name, Pilar serves as a pillar of hope to other municipalities who are aiming for development. This is indeed a success story in the KALAHI-CIDSS’ aim to promote volunteerism, empowerment, and community-driven development. ###
