The Department of Social Welfare and Development Field Office 7-Central Visayas, through the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS), has completed 9,981 community sub-projects across all modalities in Central Visayas since 2014.
KALAHI-CIDSS implemented most of the sub-projects in the province of Bohol, with 4,329 and 3,513 sub-projects in Cebu. Meanwhile, a total of 1,715 and 424 sub-projects were implemented in Negros Oriental and Siquijor, respectively.
Some 4,402 of these sub-projects were funded under the National Community-Driven Development Program (NCDDP), while 2,901 sub-projects under the NCDDP-Additional Financing. Other institutions, sources, and modalities under the Government of the Philippines (GOP) or by loan proceeds financed the remaining number of sub-projects.
Here are the top 10 sub-project types implemented through the KALAHI-CIDSS program that benefited to more than 3.73 million households across Central Visayas: 4,064 roads, 879 day care centers, 536 water systems, 525 cash-for-work, 486 isolation facilities, 407 electrification, 387 health stations, 383 multi-purpose buildings, 375 footpaths, and 340 information, education, and communication (IEC) materials.
The overall cost of these sub-projects is PHP 10.745B. Of the amount, PHP 9.075B, or 84.5 percent of it, is the KALAHI-CIDSS grant downloaded, and PHP 1.670B or 15.5 percent, is the local counterpart contribution (LCC).
DSWD 7, led by Regional Director Shalaine Marie Lucero, received a certificate of recognition from the Central Office on November 15, 2024, for completing 100 percent of community sub-projects across all modalities of the KALAHI-CIDSS.
For over 20 years, KALAHI-CIDSS has been empowering the communities in 2,976 barangays from 130 city and municipal local government units (LGUs) in Central Visayas.
From 2021 to 2024, the program has trained about 52, 703 community volunteers in the region.
DSWD 7, through the Regional Program Management Office (RPMO), recently held its Community Volunteers Congress and Regional Bayani Ka! Awards 2024 in Cebu to uplift the spirit of volunteerism and camaraderie among the community volunteers in the region and recognize their dedication and efforts to serve for the development of their respective communities.
It also aims to inspire other community volunteers to continuously promote the Community-Driven Development (CDD) principles of community participation, transparency, and accountability.
Apart from that, the event involves discussions on the importance of monitoring and evaluation mechanisms among funded sub-projects and the Operation and Maintenance (O&M) groups and the gathering of good practices among community volunteers for possible replication, particularly on the sustainability of the sub-projects.
Under NCDDP-AF from 2021 to 2024, KALAHI-CIDSS has 1,735 registered and accredited Operation and Maintenance (O&M) Groups in the region. ###
