In the recently concluded awarding of the 2016 Seal of Child-Friendly Local Governance (SCFLG), 101 cities and towns in Central Visayas were conferred and awarded by the Regional Council for the Welfare of Children (RCWC).

The Seal of Child-Friendly Local Governance (SCFLG) is a recognition system for LGUs delivering clear and outstanding positive results for children.  Local Government Units are measured in areas concerning the four (4) core rights of the child: survival, development, protection and participation.

The province of Bohol has 46 municipalities awarded with the SCFLG namely: Talibon, Antequera, Bilar, Clarin, San Isidro, Sikatuna, Guindulman, Batuan, Ubay, Loboc, Carmen, Danao, Loon, Calape, Catigbian, Candijay, San Miguel, Jagna, Loay, Tubigon, Cortes, Sierra Bullones, Lila, Dimiao, Getafe, Balilihan, Inabanga, Baclayon, Mabini, Trinidad, Sevilla, Maribojoc, Buenavista, Anda, Sagbayan, Duero, Panglao, Corella, Garcia-Hernandez, Albuquerque, Alicia, Dagohoy, Valencia, Bien Unido, Dauis and Pres. Carlos P. Garcia.

Cebu’s 41 towns have also received the award. These include San Francisco, Oslob, Barili, Malabuyoc, Alegria, Tuburan, Moalboal, Balamban, Alcoy, Tudela, Alcantara, Medellin, Madridejos, Pilar, Minglanilla, San Remegio, Samboan, Cordova, Sogod, Tabuelan, Boljoon, Bantayan, Dalaguete, Santa Fe, Badian, Borbon, Carmen, Liloan, Asturias, Pinamungahan, Consolacion, Ronda, Daanbantayan, Argao, Catmon, Ginatilan, Compostela, Dumanjug, Sibonga, Tabogon and Santander.

The six (6) towns comprising Siquijor namely; Enrique Villanueva, Lazi, Siquijor, Larena, San Juan and Maria also got the award.

Other awardees include the component cities of Danao, Carcar, Naga, Talisay in Cebu and Tagbilaran in Bohol.

The highly urbanized cities of Cebu, Mandaue and Lapu-Lapu also received the award.

The towns of Talibon and San Isidro in Bohol were awarded as the regional winners for the Most Child-Friendly Cities and Municipalities CY 2015 in the 1st to 3rd class municipality and 4th to 6th class municipality categories, respectively.

The Mandaue City was awarded the regional winner for the Highly Urbanized City category.

The municipality of Talibon, Bohol was also a national finalist for the 2015 and 2016 Presidential Award for Child-Friendly Municipalities and Cities (PACFMC) and Seal of Child-Friendly Local Governance (SCFLG).

Meanwhile, Tubigon, Bohol was the national awardee of the Community of Practice (CoP) for Child-Friendly Local Governance 2015 and also received the 2016 Seal of Child-Friendly Local Governance.

In response, the local government units of Cebu Province, Mandaue City, Danao City; San Isidro, Talibon and Tubigon in Bohol expressed their gratitude to the Council for Welfare of Children (CWC) Department of Social Welfare and Development (DSWD), Department of Interior and Local Government (DILG), and Department of Education (DepEd) for the award.

Ma. Evelyn B. Macapobre, DSWD Central Visayas regional director and Chairperson of DSWD-RCWC VII, emphasized the importance of each LGU’s contribution to the Child-Friendly Philippines Framework.

In her message, she encouraged this year’s National Finalists LGUs, Talibon and Corella, Bohol to do their best for the Presidential Award for Child-Friendly Municipalities and Cities (PACFMC). ###
