The Regional Development Council in Central Visayas (RDC 7) has endorsed the Department of Social Welfare and Development’s (DSWD) proposed “Panahon ng Pagkilos: Philippine Community Resilience Project.”

The Central Visayas Regional Development Council (RDC 7) has given its endorsement to the Department of Social Welfare and Development’s (DSWD) proposed “Panahon ng Pagkilos: Philippine Community Resilience Project” (Pagkilos).

RDC 7 Social Development Committee (SDC) Chairperson Dr. Profetiza Lim endorsed the Pagkilos Project during the First Quarter RDC Full Council Meeting held at the Social Hall of the Cebu Provincial Capitol in Cebu City on Thursday, March 13, 2025.

This endorsement followed a special SDC meeting requested by DSWD 7, which was held virtually on March 11, 2025.

The Pagkilos project, expected to strengthen community capacities for participatory resilience planning and increase access to resilience investments in vulnerable areas, is a 5-year successor program for KALAHI-CIDSS, set to launch in the third quarter of 2025.

The RDC reviews and endorses projects eligible for national government funding or guarantees to ensure they have undergone the necessary local-level consultations and have received endorsements from the relevant municipal, city, and provincial development councils.

RDC recommendation

The RDC 7 Full Council recommendation includes approving the inclusion of the proposed project in the Central Visayas Regional Development Investment Program (RDIP) 2023-2028, endorsing it to the National Economic and Development Authority (NEDA) Board-ICC, and rationalizing foreign loan-funded community resilience projects to eliminate redundancies, enhance coordination, and ensure efficiency, effectiveness, and coherence in their implementation.

In addition to RDC 7’s approval, the project proposal was reviewed by the National Economic and Development Authority–Investment Coordination Committee (NEDA-ICC) Technical Board before receiving final approval from the ICC Cabinet Committee (ICC CabCom).

DSWD 7 was represented at the RDC 7 Full Council Meeting by Assistant Regional Director for Administration Tonyson Luther S. Lee, Project Evaluation Officer IV Rodina Pangilinan, and Planning Officer IV Genara Burlat. ###
