In a significant move towards modernizing public service processes, the Department of Social Welfare and Development (DSWD) Field Office 7 – Central Visayas, represented by Regional Director Shalaine Marie S. Lucero, signed a Memorandum of Agreement with DSWD Caraga, represented by Regional Director Mari-Flor A. Dollaga-Libang, for the use of DSWD CARAGA-IRIS and MyPortal Information System (IS) by DSWD 7.

Dollaga-Libang sign the Memorandum of Agreement, confirming the two field offices’ collaboration to enhance public service delivery through the integration of the CARAGA-IRIS and MyPortal Information System. DSWD 7 Assistant Regional Director for Operations Juanito C. Cantero, together with Human Resource Management and Development Division Chiefs of DSWD 7 John Mick E. Fernandez and DSWD Caraga Bennette Dave C. Calo, witnessed the activity.

This system developed by DSWD FO Caraga assists its Human Resource Management and Development Division (HRMDD) in managing the recruitment lifecycle, from application to hiring, thereby standardizing and streamlining the recruitment processes.

The MOA signing between the two regional directors on December 16, 2024, at the Golden Prince Hotel in Cebu City, signaled the commencement of the collaboration effort of the two field offices.

Before the MOA signing, FO VII had its benchmarking with FO CARAGA and requested to utilize the CARAGA-IRIS and MyPortal System to enhance its Human Resource Management and Development Division’s recruitment, selection, and placement process.

Then, the DSWD Caraga Team, headed by Assistant Regional Director for Administration Tristan C. Telen, oriented the DSWD 7 Human Resource Management and Development Division personnel with Assistant Regional Director for Administration Tonyson Luther Lee.

Understanding the Need for Streamlined Processes

The DSWD plays a pivotal role in the welfare of the Filipino populace, necessitating a robust and efficient HR framework to ensure that the right talent is recruited, recognized, and retained. Recognizing the importance of a standardized, streamlined recruitment process, DSWD Central Visayas identified the pressing need to enhance its HR capabilities.

“This collaborative initiative is a response to this need, reflecting a commitment to improving the overall quality of public service,” said DSWD 7 regional director Shalaine Marie Lucero.

The CARAGA-IRIS and MyPortal Information System

The CARAGA-IRIS and MyPortal Information System were created to effectively manage the recruitment lifecycle—from application submission to final hiring decisions. The goal is to enhance efficiency and transparency throughout the process.

“DSWD Caraga has standardized its procedures, leading to a more equitable and effective recruitment process by implementing this system, which we are pleased to share with FO 7,” said DSWD Caraga Regional Director Mari-Flor A. Dollaga-Libang, highlighting the importance of collaboration between the two field offices.

According to DSWD 7 Assistant Regional Director for Administration Tonyson Luther Lee, the system shared by Caraga would help FO 7 streamline the recruitment lifecycle, standardize the recruitment platform, enhance data management, and improve communication between applicants and HR personnel.
