The Department of Social Welfare and Development (DSWD) Field Office VII started posting the master list of potential Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries in the different areas in the Central Visayas region.

The City and Municipal Action Team (C/MAT), composed of DSWD-7 staff from different programs, including the 4Ps City and Municipal Links (C/MLs), posted the master list of potential 4Ps beneficiaries in their assigned areas.

The master lists, together with a copy of the pahibalo, or advisory, were posted in conspicuous places like barangay halls.

The advisory contained relevant information, including the required documents like a marriage certificate, birth certificate, school enrollment certificate, health enrollment certificate, valid identification card (ID), or other alternate documents as part of the supporting documents to be presented during the validation period.

Some Local Government Units (LGUs) were requested to provide free late birth registration to the potential 4Ps beneficiaries in order to secure birth certificates from the Office of the Local Civil Registrar.

To ensure an orderly and organized registration, the DSWD-7 staff also oriented the local government officials, including the local chief executives, city and municipal councilors, local social welfare and development officers, and punong barangays, on the process of the registration.

The potential 4Ps beneficiaries will still undergo validation during the scheduled community assembly in their area to ensure that only eligible beneficiaries will be included in the program. Far-flung areas will have house visits from the DSWD-7 staff.

The validation period will commence after 15 days of posting the master list in the barangay. Potential beneficiaries are encouraged to coordinate with the barangay officials or the C/MLs on the scheduled community assembly.

The department will also install a grievance help desk during the community assembly to receive complaints from potential beneficiaries.

The DSWD-7 has a total target of 90,242 new 4Ps beneficiaries. The Cebu province, including the highly urbanized cities, will have 40,817 new beneficiaries, followed by Negros Oriental with 31,625; Bohol with 16,971; and Siquijor with 829.

The new 4Ps beneficiaries are replacements for those who graduated or exited the program and were already self-sufficient, as well as 4Ps households with children who have completed their senior high school studies and have no monitored eligible children.

The list of potential 4Ps beneficiaries comes from the result of the Listahanan third round of household assessment, which was conducted in 2019.

The Listahanan used a scientific method called the Proxy Means Test (PMT), which estimates the income of a household based on the variables included in the household assessment form.

Households with estimated incomes that are above the latest provincial poverty thresholds are considered non-poor, and those with estimated incomes falling below the poverty thresholds are considered poor.

Aside from being identified as poor from Listahanan, a 4Ps household must have children aged 0–18 or a pregnant member at the time of the household assessment and must be willing and able to comply with the conditions of the program as part of their co-responsibilities.

The qualified 4Ps households will take the oath of commitment to the program and shall comply with the program’s conditions to avail of the cash grants. These include school attendance of at least 85% per month for children enrolled in preschool, elementary, or high school; children aged 5 and below to undergo preventive check-ups as mandated by the Department of Health (DOH); children enrolled in elementary to receive deworming pills twice within the school year; pregnant women must receive prenatal and postnatal care, based on DOH protocol; and parent(s) or guardians to attend monthly Family Development Sessions (FDS). ###
