The Department of Social Welfare and Development (DSWD) Field Office VII is preparing for the second trance payout for the distribution of the emergency cash subsidy under the Social Amelioration Program (SAP).

Based on Executive Order No. 112, S. of 2020 dated April 30, DSWD targets low income families who are under enhanced community quarantine (ECQ) in the month of May and the “waitlisted” families approved by President Rodrigo Duterte for inclusion in the SAP.

Around 585,376 low income families in Cebu Province including independent cities like Cebu City, Mandaue City and Lapu-Lapu City are covered in the second trance. Meanwhile, there are 236,831 waitlisted families in the four provinces in Central Visayas region.

Currently, the DSWD-7 is coordinating with the Local Government Units (LGUs) to finalize the identification and validation of eligible low income families especially those who are in the waitlisted families, assessed to be financially and economically affected by the declaration of community quarantine.

The masterlist forwarded by the LGUs are now subjected to regional deduplication wherein cross-matching of the names of beneficiaries with the available database of DSWD and the list shared by other government agencies implementing SAP will be performed to ensure that the names listed have not previously received aid. This will ascertain that there will be no duplication in the availment of financial assistance.

DSWD will lead the distribution of the second tranche of SAP with the assistance from the Armed Forces of the Philippines (AFP).

DSWD will also utilize the most expeditious means in the distribution of the emergency cash subsidy including cash cards, electronic or digital means or direct cash payout.

DSWD-7 has fifty (50) special disbursement officers (SDOs) to conduct payout to geographically isolated and disadvantaged areas (GIDA) in the region. DSWD will also tap PayMaya, an e-wallet application, for non-GIDA areas payout.

The Department, likewise, encouraged SAP beneficiaries to register to the ReliefAgad application to expedite the process of gathering beneficiaries’ information for validation. The beneficiaries are reminded to provide the accurate and complete data of their family.

SAP beneficiaries may register to the app by visiting this site www.reliefagad.ph using their smartphone and need to scan the barcode at the lower right-hand corner of the SAC form to proceed with the registration.

After completing the enrollment, the beneficiary will wait for DSWD’s confirmation and announcement for payout as it will conduct validations to the submitted registrations. ###
