The Regional Rehabilitation Center for Youth (RRCY) in Argao, Cebu, celebrated its 45th founding anniversary on May 29, 2025, marking more than four decades of dedicated service in rehabilitating children in conflict with the law (CICLs).

RRCY features a landscaped area with lush Bermuda grass and a centerpiece fountain–offering a welcoming environment that contrasts the typical image of a facility for CICLs.

With the theme, “Change Begins Here: Empowering Youth to Develop and Achieve their Fullest Potential Towards Nation-Building,” the celebration emphasized the transformative journey of the youth under RRCY’s care and reaffirmed the center’s commitment to providing safe, nurturing spaces for healing, growth, and positive change.

Now entering its 45th year, the DSWD-run residential care facility remains steadfast in its mission to deliver comprehensive rehabilitation programs focused on holistic development, character formation, and successful reintegration into society.

The center’s 44-year legacy is a testament to its unwavering dedication to rehabilitation.

Facility enhancements

Reflecting on the journey of RRCY, DSWD made numerous enhancements to improve both infrastructure and services. Officer-in-charge Rhodelia Viajedor noted that DSWD initiated these developments to realize the RRCY vision.

Major infrastructure upgrades include the construction of a high-perimeter fence, the warehouse, the deployment of additional security personnel, and the installation of CCTV cameras and lighting around the facility—all aimed at ensuring the safety and security of both residents and staff.

Inspiring Stories and Testimonies

DSWD 7 Regional Director Shalaine Marie S. Lucero encouraged residents to invest in themselves by learning and developing new skills during their stay at the center. She shared a touching story about a former CICL who approached her at an airport to express his gratitude for the life-changing interventions he received at RRCY. “Let that change begin here through the programs and services we provide,” said the director.

The event also featured video testimonials from former CICL residents, many of whom shared their journeys of transformation and hope.

Keynote speaker Hon. May Faith L. Trumata-Rebotiaco, Presiding Judge of RTC Branch 94 in Argao, expressed joy upon seeing one of her former clients perform a dance number—someone she remembered as once being extremely shy. She encouraged fellow judges and court representatives to regularly visit their clients at rehabilitation centers, noting how much it lifts the spirits of the youth.

As of the celebration, RRCY is currently home to 82 CICL residents. The most common offenses committed are drug-related cases and crimes against chastity. ###
