For Jessica Catubay, a Pantawid Pamilyang Pilipino Program (4Ps) partner-beneficiary from Tabuelan, Cebu the emergency cash subsidy they received from the government would help augment for their family’s needs.

A newly registered 4Ps beneficiary, Jessica said “Dako na kini nga tabang sa among pamilya labi na nga sa mga niaging bulan wala man katrabaho akong bana isip construction worker tungod kay nag community quarantine man (The subsidy would greatly help our family especially that in the past few months my husband had to stop reporting to his work as construction worker because of the community quarantine).”

DSWD-7 Regional Director Rebecca Geamala leads the second tranche emergency cash subsidy distribution for 4Ps beneficiaries in the town of Tabuelan, Cebu.

As a housewife and a mother of four children, Jessica tends to their family’s daily needs. She shared that all her husband’s income is always given to her. She ensures that the money is properly managed and spent on its intended purpose based on their daily needs.

After receiving the emergency cash subsidy under the Social Amelioration Program (SAP) worth Php 4,650.00, she immediately went to the market and bought essential goods like two sacks of rice, milk, noodles, biscuits, bath soap, toothpaste among others.

Gisiguro nako nga makapalit og bugas kay mao ni ang pinaka importante alang sa adlaw-adlaw namo nga konsumo. Naa man sad mi mga tanom nga mga gulay pwede namo sud-anon (I prioritized the rice because this is our staple food. We also have vegetables in our garden for our viand),” added Jessica.

Like Jessica, Avelina Buro from Pinamungahan, Cebu was also ecstatic to receive the second tranche of the emergency cash subsidy for she could purchase essential goods for her family like food and medicine.

Avelina underscored that it is important to have a backyard garden in order to save money in buying food.

It has really helped us especially at this time that most of the jobs come to a halt. We are thankful that we were taught the right way to plant vegetables during our Family Development Session or FDS),” said Avelina.

Jessica and Avelina are only two out of the 1,928 non-cash card 4Ps beneficiaries who received their emergency cash subsidy recently.

As of July 4, 2020, a total of 143,626 4Ps beneficiaries with Landbank of the Philippines (LBP) cash card accounts have withdrawn their emergency cash subsidy through Automated Teller Machines (ATMs).

Jessica Catubay, a 4Ps beneficiary in Tabuelan, Cebu, buys their family’s need like rice in the public market.

Overall, a total of 145,554 4Ps beneficiaries in Cebu have already received the second tranche of the emergency cash subsidy under SAP. This is equivalent to Php 676,826,100.00.

Based on Executive Order No. 112, S. of 2020 dated April 30, DSWD targets low income families who are under enhanced community quarantine (ECQ) in the month of May and this includes Cebu province for the Central Visayas region.

For Central Visayas region, SAP beneficiaries receive an amount of Php 6,000.00. Such subsidy represents the minimum wage rate per region meant to provide the poor households an additional resource to allow them to purchase basic necessities such as food, medicines, vitamins and hygiene essentials.

For 4Ps household beneficiaries in the region, the computation of receivable amounts covered in the SAP emergency subsidy includes the emergency subsidy amounting to Php 4,650 which they received in the second tranche while the remaining Php 1,350.00 for the health grant (Php 750) and rice subsidy (Php 600) will be given in their regular payout. ###
