Some 25 persons with disabilities have successfully completed a one-year social and vocational rehabilitation program at the Area Vocational Rehabilitation Center (AVRC) II of the DSWD Field Office 7 – Central Visayas.

The graduation ceremony was held on April 24, 2025, at the AVRC II Multi-Purpose Hall in Brgy. Labangon, Cebu City, carried the theme “Kalampusan sa Kahanas: Pagpalig-on sa Kaugmaon sa mga Tawo nga Adunay Kakulangan sa Panglawas” (Success through Skills: Empowering the Future of Persons with Disabilities).
The graduates underwent free comprehensive training in various vocational fields, with 11 specializing in Massage Therapy, nine in Commercial Cooking, three in Basic Cosmetology, one in Computer Technology, and one in Dressmaking.
Each graduate was awarded a certificate equivalent to the National Certificate Level II of the Technical Education and Skills Development Authority (TESDA).
A key highlight of the ceremony was the recognition of four graduates as Model Trainees, for their exemplary performance and dedication throughout the training.
Each model trainee received a starter kit worth Php 15,000, which included tools such as beauty care kit, kitchen stove, and sewing machine. These were generously provided by Bayanihan Champions, Inc., a long-standing partner of AVRC II that has continuously supported the graduates’ transition into employment or entrepreneurship.
Other graduates were also recognized for their exceptional performance during the training period, receiving gifts and awards such as Best in On-the-Job Training, Leadership, and Academic Excellence.
According to AVRC II Training Superintendent Dr. Jera C. Armendarez, the starter kits play a vital role in promoting independence among graduates. “We are truly grateful to all our partners who continue to extend their support to both our graduates and trainees undergoing rehabilitation,” she said.
DSWD 7 Regional Director Shalaine Marie S. Lucero highlighted the continued push for inclusivity in the Persons with Disabilities sector. “Despite our efforts to uplift and support the sector, there is still a stigma attached to being a Person with Disability—especially when it comes to job opportunities and the lack of awareness about facilities like AVRC II that provide essential vocational training,” she noted.

Lucero also emphasized DSWD’s commitment to connecting graduates with inclusive employers through partnerships. “We are proud to see all of you succeed and overcome the challenges. We are equally proud that you chose AVRC II to equip you with the skills that will open doors of opportunities and help you pursue your future goals.”
Serving as the Keynote Speaker, Director Elizabeth M. Lopez of the Banilad Center for Professional Development, urged the public to support DSWD in raising awareness about AVRC II and its role in empowering the disability sector.
Located in Brgy. Labangon, Cebu City, the center offers a wide range of social and vocational rehabilitation services for Persons with Disabilities, designed to equip them with the skills needed to lead independent and productive lives. ###
