Ferdinand “Bongbong” Marcos Jr., together with Rex Gatchalian, led the inauguration of the Department of Social Welfare and Development (DSWD) Pag-Abot Processing Center (PPC) in the Municipality of Liloan, Cebu, on February 26, 2026.

A ceremonial walkthrough was conducted to demonstrate the full implementation process of the PPC, highlighting how the facility will deliver services to its beneficiaries.
In his brief discussion with the media, Secretary Rex Gatchalian emphasized that this center will offer safe shelter and adequate food for the homeless, along with essential support services.
“Dito, sila ay magkakaroon ng ligtas na matutuluyan at sapat na pagkain. Pagkatapos, ibabalik natin sila sa kanilang komunidad na may kasamang economic intervention,” the DSWD secretary said.
Witnessing this milestone in social protection in Central Visayas were DSWD Innovations Group Undersecretary Eduardo Punay, Pag-Abot Program Deputy Manager Marilyn Moral, Cebu 5th District Congressman Duke Frasco, and Liloan Mayor Aljew Frasco.
Assistant Regional Director for Administration Tonyson Luther S. Lee represented DSWD 7 – Central Visayas Regional Director Shalaine Marie S. Lucero.
Christina Frasco, Secretary of the Department of Tourism, also graced the event.
The PPC in Liloan, Cebu, is the third such facility in the region. It is designed to provide comprehensive social protection services and interventions for children, individuals, and families in street situations while they await reintegration into their communities.
The center is a key facility supporting the implementation of the Pag-Abot Program under Executive Order No. 52, reinforcing the government’s commitment to inclusive and compassionate social services.
The center is equipped with the following facilities: clinics, rooms with their toilet and bath, regular rooms, a communal comfort room with 5 toilets and 4 showers, an administrative office, an activity area, a prayer room, a kitchen and dining area, a conference room, a profiling area, a baggage counter, a stockroom, and a laundry area with a clothesline.
It also has the capacity to shelter over 120 individuals. Each beneficiary is expected to stay for about a month while awaiting reintegration.
Before the official inauguration, a solemn blessing of the center was officiated by Fr. Ryan Jay B. Aban of the Mission Society of the Philippines.
Also present during the inauguration were representatives from the Philippine Statistics Authority (PSA), Department of Trade and Industry (DTI), Department of Labor and Employment (DOLE), Department of Health (DOH), Technical Education and Skills Development Authority (TESDA), Department of the Interior and Local Government (DILG), Philippine National Police (PNP), Department of Agriculture (DA), Commission on Human Rights (CHR), Department of Education (DepEd), and National Housing Authority (NHA), along with other regional partners.
The Pag-Abot Program is one of the flagship initiatives of the national government under the administration of President Bongbong Marcos; it aims to provide a holistic intervention for children, individuals, or families in street situations through the provision of social protection packages so that they may be ready to be reintegrated into the community as productive members of society. ###
