In the quiet and humble barangay of Cawayan in Inabanga, Bohol, a group of determined families once dreamed of a life beyond daily survival—one where they could provide for their children’s needs, send them to school with pride, and contribute to the progress of their community. Their dream seemed distant at first, but hope, when nurtured and shared, becomes a powerful force for change.

That hope began to take shape in 2016, when the Department of Social Welfare and Development’s Sustainable Livelihood Program (SLP) extended its assistance to the families of Cawayan. Through SLP, the association received a total of Php 668,263.00 in livelihood grants, a crucial starting capital that opened doors for new opportunities and laid the foundation for their collective journey.

What started as a small community initiative has since grown into a remarkable story of empowerment, resilience, and partnership.

The members of SLPA Cawayan were Pantawid Pamilyang Pilipino Program (4Ps) partner-beneficiaries, many of whom faced financial instability. Despite their limited resources, they remained determined to reshape their future and break free from the cycle of poverty.

With the support of DSWD Field Office 7 and the Local Government Unit (LGU) of Inabanga, the association was formally organized—bringing together 43 4Ps beneficiaries bound by a shared vision, which is to build sustainable livelihoods and uplift their families toward a more secure and dignified life.

The association elected its first set of officers, with Jocelyn Hugo chosen as president. Known for her steady leadership, compassion, and integrity, Jocelyn became the heart of the association. She encouraged transparency, nurtured teamwork, and championed the spirit of Pagtinabangay—helping one another as a community.

The early years were filled with trials, but these challenges only strengthened the group’s resolve and laid the groundwork for the successes ahead.

Growing Toward Sustainability

A major turning point came when SLPA Cawayan was tapped to supply goods for DSWD’s Supplementary Feeding Program (SFP).

At first, they were small suppliers learning the ropes. But over time, they proved themselves reliable, trustworthy, and committed to providing quality supplies. They ensured that every food item delivered for preschoolers met the highest standard—nourishing children while building the association’s credibility.

Today, SLPA Cawayan proudly supports the nutritional needs of 1,350 preschoolers in Inabanga.

One of their most impressive achievements is fulfilling a purchase order worth nearly Php 1.5 million, a milestone that reflects just how far they have come—from small community beginnings to managing large-scale transactions that benefit both their association and their community’s children.

By managing their own micro-enterprise store, the members ensure that profits are reinvested, resources are maximized, and opportunities continue to grow for everyone.

Their success was made even more meaningful when the LGU of Inabanga fulfilled its promise. The LGU donated a multicab to help the association transport goods and support operations. This simple yet powerful gesture strengthened the partnership that has been instrumental in their growth.

Beyond their work with the feeding program, SLPA Cawayan also ventured into a sustainable hog-raising project. The association provides Puhunan or capital to its members to raise hogs.

Members purchase hog feed from the association’s own micro-enterprise store, keeping resources circulating within the group.

Once the hogs mature, SLPA buys them back and distributes the net income to the raisers.

This cycle of investment and reinvestment has created a ripple effect of livelihood opportunities—supporting household incomes while strengthening the financial stability of the entire association.

Their journey of perseverance and innovation did not go unnoticed. In 2021, SLPA Cawayan was recognized during the Sulong Bayanihan Regional Awards, earning a place as one of only two awardees from Bohol province under the Employment Facilitation “Market” category.

This recognition, awarded during the 6th Panaghiusa Festival of the DSWD Field Office 7, affirmed their dedication and impact. It celebrated the association not only as a livelihood group but also as a rising model of community empowerment.

Stronger Together: The Power of Partnership

What started as a modest initiative has since grown into a remarkable story of resilience and community-driven success. Over the years, SLPA Cawayan generated a total gross income of Php 1,997,506.00.

The success of SLPA Cawayan is rooted in strong and genuine partnerships. The SLP provided the resources and platform for livelihood opportunities, and 4Ps ensured that their children’s health and education were supported while families built their livelihood foundation. The LGU Inabanga offered constant support and encouragement, and most importantly, the members themselves poured in their time, effort, and unwavering spirit of unity.

Of the original 43 members, 36 remain active members in the SLPA Cawayan.

Some of the members already graduated from the 4Ps program, an encouraging sign that their livelihoods are strong enough to sustain their families independently.

As SLPA Cawayan marks its ninth year, the association’s vision remains strong. They aim to expand operations and inspire other livelihood groups across the region.

Their story is more than just a livelihood success. It is a narrative of transformation: from beneficiaries to empowered providers, from struggling families to confident entrepreneurs, and from a humble community initiative to a regional awardee. ###
