The Department of Social Welfare and Development Field Office 7—Central Visayas (DSWD 7) continues registration of Pantawid Pamilyang Pilipino Program (4Ps) partner beneficiaries in Central Visayas for the Philippine Identification System Identification Card (PhilSys ID) in partnership with the Philippine Statistics Authority (PSA).

To ensure inclusivity and leave no beneficiary behind, PhilSys ID registration is being conducted in various cities and municipalities across the region. This includes house-to-house registration for bedridden and vulnerable beneficiaries who are unable to visit registration sites. The initiative aims to reach all 4Ps households and provide them with access to National ID authentication services.

As of February 4, 2026, a total of 79,874 beneficiaries, or 45.81 percent of the 174,348 target 4Ps beneficiaries in the region, have already been registered.

DSWD 7 Regional Director Shalaine Marie Lucero urged all remaining 4Ps beneficiaries to visit the nearest PSA office or participate in the scheduled National ID registration activities in their respective areas.

Director Lucero emphasized that the PhilSys ID is especially important for 4Ps beneficiaries, as it ensures efficient, seamless, and uninterrupted access to social protection programs and other government interventions. Having a single, valid proof of identity minimizes delays, reduces documentation requirements, and strengthens service delivery to qualified beneficiaries.

She also highlighted the importance of National ID registration for non-4Ps individuals, noting that the PhilSys ID will be required for newly registered 4Ps beneficiaries and for those availing of other DSWD programs and services, such as the Assistance to Individuals in Crisis Situations (AICS).

She clarified that this requirement primarily applies to repeat clients or individuals who have previously availed of DSWD assistance, including AICS.

“The PhilSys ID benefits both clients and the agency,” Director Lucero said. “It streamlines identification requirements and strengthens the use of a single, valid proof of identity, allowing faster and more efficient service delivery.”

Accepted forms of the PhilSys ID include those issued by PSA in Polyvinyl Chloride (PVC) or plastic card format, the Electronic Philippine ID (ePhilID) printed on paper (with optional lamination), and a printed copy generated through the eGovPH mobile application.

To further improve service efficiency, DSWD will also utilize the Basta Beripikado, Mabilis ang Serbisyo (BBM) web-based platform to expedite the verification of 4Ps beneficiaries using their PhilSys registration. This mechanism supports faster validation and accurate data updating.

Under Republic Act 11055, or the Philippine Identification System Act, the PhilSys ID serves as a single, valid proof of identity for Filipinos and resident aliens. It simplifies public and private transactions such as school enrollment and opening of bank accounts and improves efficiency in accessing government services—requiring only one ID for multiple transactions.

Through this initiative, DSWD and PSA reaffirm their commitment to recognize, include, and empower every Filipino, especially 4Ps partner-beneficiaries, by ensuring equitable access to identity services and social protection programs. ###
