The Department of Social Welfare and Development Field Office 7 (DSWD-7) continues the registration of potential beneficiaries under Sets 14D and 14E of the Pantawid Pamilyang Pilipino Program (4Ps) across Central Visayas this July.

The 4Ps city and municipal links, in coordination with local government units, conducted the registration simultaneously throughout the region to ensure the smooth and orderly registration of families identified as potential beneficiaries.

DSWD-7 targeted 57,015 potential 4Ps families for registration this month, comprising 12,408 families in Bohol and 44,607 families in Cebu.

These potential beneficiaries are being considered as replacement households for families that have already exited or graduated from the 4Ps after achieving improved levels of well-being or completing the program in accordance with Republic Act No. 11310, or the Pantawid Pamilyang Pilipino Program Act. Their inclusion ensures the continued coverage of the program by extending assistance to other eligible poor families identified through the government’s targeting system.

Regional Director Shalaine Marie Lucero emphasized that the registration reflects the government’s continuing commitment to provide opportunities for more deserving families to benefit from the program.

“As thousands of 4Ps families have successfully graduated from the program, we are opening the door for other eligible families to receive the support they need. Through the Community-Based Monitoring System, we are strengthening a fair, transparent, and data-driven process to ensure that assistance reaches those who need it most. We encourage all identified families to participate in the registration and complete the required process,” Director Lucero said.

During the registration, potential beneficiaries undergo document verification, household data validation, and enrollment procedures to determine their eligibility for the program. Families who successfully complete the registration process also participate in an orientation on the program’s objectives, benefits, conditionalities, and compliance requirements before taking the Oath of Commitment.

The registration forms part of the government’s continuing efforts to sustain social protection and ensure that eligible poor and near-poor families gain access to the services and assistance provided under the Pantawid Pamilyang Pilipino Program.

The identification of potential beneficiaries is guided by the Community-Based Monitoring System (CBMS), following the implementation of Republic Act No. 11315, or the Community-Based Monitoring System Act. As the Standardized Targeting System (STS) of the 4Ps, the CBMS strengthens a more data-driven, transparent, and responsive process for identifying families who may qualify for the program.

The agency encourages all identified families under Sets 14D and 14E to attend their scheduled registration in their respective localities and bring the required documents to facilitate the process.

The DSWD-7 also emphasized that inclusion in the registration list does not automatically guarantee admission to the 4Ps. All potential beneficiaries are subject to document verification, household validation, and compliance with the program’s eligibility requirements before they may be enrolled.

Meanwhile, newly registered beneficiaries under Sets 14A, 14B, and 14C are advised to coordinate with their respective 4Ps city and municipal links for updates on the schedule of their first Family Development Session (FDS). Attendance in the FDS is a crucial component of the program, providing beneficiaries with learning sessions on responsible parenthood, health and nutrition, education, disaster preparedness, financial literacy, and other topics that promote family development and self-sufficiency.

The ongoing registration is aligned with the HAPSAY approach of the 4Ps, a frontline service-streamlining initiative of DSWD Field Office 7 that promotes a systematic and client-centered intake process for new beneficiaries. HAPSAY, which stands for Harmonized Actions and Processes for Swift, Accountable Yield, carries the Cebuano banner, “Serbisyong Paspas, Yano, ug Walay Red Tape.” Under this approach, the intake process follows a structured sequence—from the notification of potential beneficiaries, household validation and registration, and administration of the Oath of Commitment to the program orientation. Through HAPSAY, DSWD ensures a smooth, orderly, and high-quality registration process while strengthening the proper onboarding of eligible families into the program.

Through the sustained implementation of the registration activities, DSWD reaffirms its commitment to ensuring that government assistance reaches the most deserving and eligible families in Central Visayas while maintaining the continuity of the 4Ps by replacing households that have successfully transitioned out of the program with newly qualified families. ###
