Eighteen Years Is More Than a Chronological Milestone; It Is the Harvest of Sustained Case Management.

In 2009, a seed of hope was first planted in selected towns in Negros Oriental and in Cebu City, the program then expanded into other cities and towns in Central Visayas including Bohol and Siquijor. It was the promise of the Pantawid Pamilyang Pilipino Program (4Ps)—a commitment that no child should be forced to choose between a classroom and a day’s labor, and that no father and mother should fear for their family’s tomorrow.

Today, we gather these stories of nearly two decades into a single, vibrant rhythm. We call it SAULOG.

This book is a celebration of the unseen victories: the long walks to rural health centers, the quiet evenings spent studying by lamplight, and the transformative power of the Family Development Sessions (FDS). It honors the DSWD Field Office 7 workforce, partner national government agencies, local government units, civil society organizations, and other partner stakeholders in steering the beneficiaries towards a sustained improved level of well-being.

But above all, this is a tribute to our 4Ps partner-beneficiaries. You are the heartbeat of this celebration. You have proven that poverty is not just destiny, but a circumstance that can be overcome with dignity, grit, and the right support. From the first 4Ps toddlers who are now licensed professionals, to the parents who have become community leaders, your success is the region’s greatest pride. As you flip through these pages, you will see more than just statistics and reports. You will see the faces of resilience and empowered 4Ps beneficiaries.
